In recent times, there are many interesting online services stooping the interaction between citizens and state/municipal authorities: Rosyama, Roszhkh, Gondogoro etc. But these services are designed for only one interactive direction, only to citizens, and nothing (or almost nothing) does not contribute to improving the efficiency in the authorities. Which, from the increased flow of citizens ' appeals "classic" way, only head starts to hurt stronger.
How to make municipal and district authorities guaranteed to respond to citizens in electronic form?
And, at the same time, to offer citizens a normal mechanism of participation in the life of the district/municipality?
Us, the CMC-1, was the proposed solution to "crossing a hedgehog with a snake".


Frontend


The idea of the system is to allow citizens to report problems in the field of housing, transport, law, etc., with reference to the location of the problem, while not forcing them to fill out tons of paperwork and look for addresses and phone numbers of regulatory organizations.
The idea of a frontend for citizens, we are assembled in Tatarstan, the system "people's Control". And made your own "the voice of the People".

Backend


What to do with the backend? After studying the principles of the administration of the district, it became clear that without a functioning electronic document management system (EDMS) in the administration itself, the implementation of any electronic means of interaction between citizens and officials is simply impossible. Doesn't work. Accordingly, the project has reached a new level.
We decided to do the front-end for citizens and implement the EDS in administration at the same time. For reasons beyond our control, the period of the active phase of the project was limited to 6 months.
As for the 6 months to implement EDMS in the administration of the entire region (250+ jobs)? Actually, this is a separate topic, great article. After a brief search on the EDMS market, we chose a system Motive, which has a key for our case properties:
